The fact is there is no low power mode in iOS9 for iPod Touch 5th and 6th generation.But I downvoted all the answers.Here's the reason:There is no Power Management IC inside iPod Touch, therefore, as we know, there is even no battery percentage shown in the Status Bar. What's more, from out experiences, if we jailbrake our iPod Touch and install a plug-in to show the battery percentage, we will find the battery percentage is not decrase with time reasonably. Sometimes the number will decrease dramatically, whereas sometimes it will even increase.Therefore, low power mode in iOS9 for iPod Touch is impossible.

My iPad 2 on iOS 8 was very slow, it used to lag and with Jailbreak it got much slower. But, Apple says that iOS 9 will be faster on old devices (iPhone 4, 4S,iPad 2 and Mini) also the update takes less space as compared to hugh update iOS 8. Honestly my iPad 2 on ios 6 was faster and I never felt the same in iOS 7 or 8 though Apple said the updates would bring performance improvements. I would suggest to test iOS 9 Public Beta on iPad 2 and then take a decision to go to iOS 9 or to step back to iOS 8

It is now easily usable for basic tasks.1) Reduce Transparency - Settings->General->Accessibility->Increase Contrast2) Background App Refresh - Settings->General->Background App Refresh and disable it.3) Reducing Motion - Settings->General->Accessibility->Reduce Motion4) Disable Siri Suggestion - Settings->General->Spotlight Search and turn off this optionYou could try them one by one and see what helps most but you don't lose much by disabling all of the above. Mostly it just doesn't look as slick as it use to with the motion effects and transparency and you have to manually update apps.
