Why can't I tell a difference between 1080p and 4K resolutions video?

This is whyHuman eyes can perceive detail, but this ability is limited by a biological constraint. Eyes can differentiate between two points when there is an angual difference between them, but if that angle is too small, then we simply cannot possibly see the detail. So what matters is not just the resolution of the image, but how far away is the screen - and how large is the screen.   If you are viewing a screen at 10 feet = then a 4K image is only really beneficial if you have a 70 or 80" screen. But if you have a 5K iMac, and view it from 18" then that benefit really is worthwhile.

If someone is viewing a 1080p video on a 720p resolution monitor, will the video quality be lower, the same, or (doubtfully) better?

If you are viewing a higher resolution video on a lower resolution moniter(e.g. a 1080p video on a 720p moniter) , result will be lower quality of video , moniter converts the higher resolution into a lower resolution so that it can display it, because monitor can not cross its limits of resolution.But Pixel Density also matters, which is measured in Pixel Per Inch (PPI) or Dots Per Inch (DPI), when 1080p image is diaplayed on a 5 Inch display (Mobile screen with 1920×1080 resolution), PPI comes around 440.But when same 1080p image is diaplayed on a 15 inch display (Laptop screen with 1920×1080 resolution), PPI comes around 124.Result is when there are more pixel on same area (per inch), image will be more sharp and realistic.So, along with resolution of display screen, size of screen is also responsible for the quality of video.Hence 1080 pixel image on a small size display will be more sharper as compared to same image on large display with same resolution.

Will a low quality HDMI cable effect picture quality streamed through it?

I have both a PS3 and an XBOX 360 connected to the same TV via HDMI. The PS3 has a higher quality HDMI cable. I feel like the 360 has a much lower quality picture than the PS3 even though they are both set to 1080p. The 360 almost seems like it is being viewed in 720p, though the TV is saying it is displaying 1080p. Even the 720P games on the playstation look better than the 1080P XBOX home menu. I wouldn't say it seems like 480 though. Somewhere in between 480 and 720. Both inputs have the same display settings (contrast, sharpness, etc).

Would the low quality HDMI cable be at fault for this?

It all depends on what games you want to play.

My friend uses Steam and he doesn't have a problem with it. It seems like a pretty decent service to me - so long as you understand that you aren't actually getting a physical copy of the games you're buying, and there's a chance that if Steam were to completely shut down, you'd be stuck with a bunch of useless software on your machine.

Gaming PC:
Strengths: MMORPGs, RTS, 4X/TBS, FPS
Pros: More flexibility. Choose your controller (k/m, gamepad, flight stick...) Free online play. Better graphics.
Cons: More expensive. MMO's cost money to play. Many games are beginning to come with broken DRM which has prevented legitimate customers from playing games they bought. More developers are moving to consoles, leaving fewer PC games being released. No used games are available. More and more games are just rapidly done ports from PS3 or 360.

PS3
Strengths: FPS, RPG, Action
Pros: Cheaper, free online play. No obtrusive internet-required DRM. Used games (from Gamestop, etc.) available.
Cons: Limited controller choices, lower resolution graphics compared to PS3. Games are more expensive (compared to prices on Steam)

Why does my tv switches to 720p when i play my ps3 game?

I think that you have also checked in 720P as an option in the 'Display settings'. Usually most games have a native resolution of 720P . I would go to 'Display output settings' and check only 1080P (mine has 480P which cannot be unchecked and I check 1080P and uncheck 720P).

The TV goes back to 720P cause the game has a native resolution(NR) of 720P and since it might be checked, it goes back to 720P from 1080P.
For games with NR 720P, PS3 has an upscaler which upscales the picture to 1080P. Sometimes, the 1080P picture looks bad than 720P cause when upscaled the picture might become chalky and could bleed color off the edges. So if you game keeps on switching to 720P, then I would recommend leaving it at 720P rather than forcing it to 1080P cause it might become blurry.
