US has the largest and one of the most advanced chemical industry in the world. There are much more funding for 'future chemical engineering' which is fantasy but may not be applied in industry in short term. In the States, industrial research is mainly the responsibility of the companies rather than the Universities, so if you want to have more industrial experience for master career, U.S. may not be the best choice.If you want a better training as a chemical engineer, European countries, especially Germany, Holland, Switzerland, Austria and Denmark, would be the best choice. It maybe harder than in the US to make a high 'influence factor' publication, but you will learn a lot about how to be an excellent engineer.Japan is good at bio-chemical and some fine chemical area.
