I accidentally created two Google+ accounts for my start-up business. One is unused and has no profile info, circles etc. Both are tied to the same gmail address. Can I delete the unused account without messing up my other account?

Yes. Login to the account and you want to your delete unsused Google+ Page go to https://www.google.com/dashboard and click "Manage This Page and remove related Google+ Page features". (Example https://plus.google.com/(+Pagename or Number)/pages/settings/plus) click the link below the one noted above to delete that entire Google Page

They want to punish you for closing / opening accounts.Why? Because you are more valuable to Google if you stay with your original account.
