Depends on what kind of security you are referring to and where the security is. There are a lot of security categories and then a gazillion subcategories within.

IT security is much easier than physical security if physical security includes guards. For ex: all I have to do is keep my computers/servers installed with the necessary antivirus and antimalware programs to protect the security of my IT systems, whereas the soldiers who are a part of the Old Guard that protect the tomb of the unknown soldier have to walk 24hrs/day, 365 days/year in all kinds of weather to provide that physical security.

On the other hand if I worked for the government, IT security would be more difficult to manage than the physical protection my home security system provides because so many people are constantly trying to hack into government computers so I am constantly under a lot of pressure to keep the system safe, whereas the home security system is just sitting there monitoring my house

At the same time, a security guard (physical security) at my local mall appears to be much easier than the Old Guard soldiers (physical security) since the security mall guard just walks around in a comfortable environment all day long where the soldiers are constantly walking in all kinds of weather.

If that's the case, you are not eligible for a sponsored Tourist visa and will have to apply for a subclass 676 Tourist visa. No security bond is ever required for a 676 - if DIAC thinks you present a risk of overstaying your visa or working illegally, you simply won't get the visa.

The prohibited items restrictions are in place to ensure your security while travelling within Australia. However, the following items may be taken onboard at the discretion of the security screening officers at the airport.

Ordinary Zippo type or disposable lighters are generally permitted. DO NOT leave them in your pockets. If you go through a body image scanner, that will show up as an exception, and you will have to empty your pockets - which guarantees that your parents will see it.

Cigarettes ARE permitted. They are not in any way dangerous to anyone (except to you, of course). I don't have any idea if the security people will care if you are underage with cigarettes. In the US, they do not since the TSA people are federal, and tobacco laws are a state issue.

The simplest thing is to just leave them in your carry on bag. DO NOT try to hide them or disguise them. Doing that simply calls attention to them, which is the last thing you want.

You will be told to take off your jacket before going through the scanner, and that will go through the x-ray machine anyway.

Don't worry about it. Unfortunately, millions of people smoke and seeing a lighter or cigarettes is nothing unusual.

DO NOT put the lighter into a checked in bag. All countries prohibit that practice and it will be confiscated.

Airport security are there to check that nobody brings any prohibited items onboard. They have their hands full with that, and won't be looking for underage smokers!

The cigarettes you can put wherever you want. The lighter MUST be in your carryon or on your person, i.e in your pocket. Lighters, matches, lighter fluids, etc, CANNOT be put in checked luggage.

To save time and hassle at security I advise you to put your cigarettes and lighter in your carryon. I put it in the outer top pocket along with my keys, wallet, phone, etc... That way I don't have to stress about putting those things in a separate tray at security. (Your jacket pocket should work fine as well, as jackets have to go through the X-ray machine.)
