That depends on what you are asking. If you are a collector, the bottom right hand side got a rating. Star means rare. When your card is shiny and holo, the star will be shiny too. Cards towards the end of the catalog tends to be rarer(usually ex). If you meant if it is good for playing, you need to consider its attacks, effects, energy costs for attacks and retreat costs. Having resistance is good too but not really that important. Good damage with good effects and low energy costs are the best. However, you need to take note of poke body or poke power. Those can help you score "combos" in your moves. Since all decks are different, a card can good or bad. Even a very weak card for example a magicarp 40hp with acension (find a gryarados from your deck and evolve it) can be useful as it allows it to evolve to gryarados without needing that card in your hand and it only requires 2 energy cards which will be on your evolved gryarados later.
