Is it legal to upload DVD rips to YouTube as long as they're set to private?
First, it is illegal to decrypt a commercial DVD for any purpose. So you can't do that. However, if it is an unencrypted DVD (like the DVD from my wedding videographer) then there's no problem with that step. Let's say you record copyrighted TV shows from over-the-air broadcasts. There's no problem with that either. Now you have a vast library of legally acquired TV shows. What can you do with them? It's illegal to redistribute copyrighted video so you can't share those files with your wife, however if you are the only person watching then there's no problem with that. Uploading to YouTube as a private file is not clear but it seems to be perfectly legal as long as you are just storing the video for your private use. It would be no different than any other cloud storage service such as Amazon Music which stores tons of copyrighted content in private accounts for personal streaming.
If uploading music videos and music tracks to YouTube is not allowed, then why are there so many?
If you don't have permission to upload their music then yes it's illegal. There are more than "dozens" of illegal videos on YouTube because there is no way for users to report such videos. They are usualy only removed if YouTube's copyright identification program discovers them or if the owners of the songs discover them and file a copyright dispute claim. In some instances they will allow the video to remain there but there may be a condition, for example, I uploaded a megamix of all the songs from Ministry of Sound's 2009 Annual and it was identified by YouTube's copyright identification program but they allowed it's use but they were allowed to place ads on my video if they wanted and to view data about my video. Certain record labels are more diligant and protective of their music than others so it really depends what company owns the music as to if and how soon it gets removed.
Does watching YouTube videos make your phone bill higher?
When you watch a YouTube video, it is actually downloading the video temporarily onto your device (computer, phone, tablet, etc). Once the video is closed out of then the files are deleted. So, essentially, every time you watch a YouTube video you are downloading it only to delete it immediately after. A ballpark estimate of a 30 second HD YouTube video would be 30mb. It will only increase your phone bill if you go over the data limit that you are under contract for.

No one (other than someone at YouTube) can say how often private videos are removed. But they can be removed, even if private, if they breach YouTube’s terms. Copyright/nudity/etc.It wasn’t removed but a private memorial video I had made for friends and relatives of a friend who’d died, attracted a copyright notification, because the music which was part of the camera’s supplied software was used. I just changed the music. (I was determined the camera manufacturers VADO weren’t going to monetise such a video - which would have meant adverts on it).I don’t think YouTube remove private videos without any reason though.
