A forever stamp costs 49ȼ currently so 3 X 49 = $1.47.  The first ounce costs 49ȼ and each additional ounce costs 22ȼ, so $1.47 will cover the cost of  4 ounces. (49ȼ + (3 X 22ȼ) + non-machinable surcharge of 22ȼ or 49ȼ +66ȼ + 22ȼ= $1.37).  If your padded envelope exceeds 4 oz., you will need more postage.  If it is just a letter you are mailing, I would say yes, it will have enough postage.  It might even get by with two stamps if it's less than an ounce and not too large.  If it is a large padded envelope your in a new category where the first ounce will cost 98ȼ, but additional ounces will still be 22ȼ.  If it is not enough you will hear about it.This might help:Current USPS Postage Rate Charts

I have bought bubbled ready post envelopes from USPS because they didn't have the priority mail ones. The question is, do I need to buy stamps/pay for postage when shipping with these envelopes or are they already paid?

One of the most revolutionary and simple inventions of the 20th century were the Tantlinger lock and standardization of the shipping container.[1,2] These were both designed "by transport engineer Keith W. Tantlinger when he worked with Malcom McLean, who developed the metal shipping container and later founder Sea-Land Service, a pioneer in intermodal transportation.[3,4] The Tanlinger lock is comprised of a twistlock and corner casting which "together form a standarised rotating connector for securing shipping containers" to each other.
