In the Constituent Assembly there was much discussion about form of government to be adopted in India. Prof K T Shah forcefully advocated for adoption of the Presidential form of government with complete separation of powers among the executive, the legislature and the judiciary.He cited the successful working of the American system for 170 years. His logic was faster decision making process and non-interference of different organs of government with each other while ensuring stability of the government.However, most of the members of the Constituent Assembly favoured the Parliamentary form of government even though there was possibility of instability and slow decision making process.The main reason in favour of Parliamentary democracy was initiating a responsive government to people, which can avoid threat of dictatorship. Further the Indian leaders were accustomed with the Parliamentary form of government as they participated in the popular Governments formed under the Government of India Act, 1935.The experience of past 70 years indicate that the functioning of Parliamentary democracy has taken roots. There are pit falls in the system but the greatest check of Parliamentary democracy is against abuse of authority and dictatorship.

Why does a solution have an elevated boiling point and a depressed freezing poitn compared with the pure?

Because when you have a chemical entity added to pure water--or pure solvent--you are changing the internal chemistry. The molecules of water behave differently in the presence of a solute than they would in just pure water. Think sea ice, freezing at a different temperature than pure water, because there's salt in the seawater.

Industrial chemists can calculate (with the help of computers and statistics) an approximate way in which various amounts of solute will change the chemistry reactions going on inside a particular solution.

Another factor that an industrial chemist will consider is the order of mixing.

Pure water to which salt is added, allowed to come to equilibrium, and then to which sugar is added will behave differently and have different properties than pure water to which sugar is added, allowed to come to equilibrium, and then to which salt is added. That's true, even though the amounts of water, salt, and sugar are the same; so are the room temperature, material (glass, metal, etc.) of the vessel(s) containing the water and the additives. IN other words, the order of mixing matters, even when all other variables are identical.

What's changing is something called "water activity," which you can also look up. It's not easily measured or calculated. It's an approximate range.

But this ability to manipulate water activity by changing ingredients, amounts of ingredients, and/or order of mixing is behind a number of commercial foods or even pet foods. Think of a box of cereal with grain-flakes and raisins or dates. The folks who made that cereal and packaged it have calculated the optimum proportions of flakes and raisins, as well as how to combine them during packaging, so the cereal will stay fresh, and the raisins, plump, and you'll have a good eating experience.

Same principle also works on shelf-stable granola bars, certain kinds of dog food, etc.

How do I know? My late husband worked for a major cereal company and won patents for them, based on this concept. He died 10 years ago, but I learned an awful lot of practical chemistry from him during the 41 years he worked in that company's labs.
