Shaman Nate is by far the most powerful. Cable at his peak is more powerful than Xavier and his isn't as powerful as Nate. Legion is up there but his multiple personalities kind of hinder him. So if I list them at their best: Nate Grey (way up there, he could probably take on everyone else on this list at once and still win) Cable Legion Xavier

Professor X or Phoenix?
Prof. X for me. here's why. Professor X is a mutant who possesses vast psionic powers, making him arguably the world's most powerful telepath. He can read minds and project his own thoughts into the minds of others within a radius of approximately 250 miles. With extreme effort, he can greatly extend that radius. Professor X can also psionically manipulate the minds of others, for example to make himself seem invisible, and project illusions into them. He can also induce temporary mental and/or physical paralysis, loss of particular memories or even total amnesia. Within close range, Professor X can manipulate almost any number of minds for such simple feats. However, he can only take full possession of another being's mind one at a time, and he can only do so if he is within that being's physical presence. Furthermore, Professor X can project powerful mental bolts of psionic energy enabling him to stun the mind of another being into unconsciousness. These bolts only apply force upon other minds; they do not inflict physical damage. Professor X can also sense the presence of other superhuman mutants within a small radius of himself by perceiving the distinct mental radiations emitted by such beings. In order to detect the presence of mutants beyond this radius, he must amplify his powers. He often does this by using first Cerebro and subsequently Cerebra, devices which are sensitive to that portion of the electromagnetic spectrum that contains mental frequencies. Professor X can project his astral form, the sheath of his life essence, onto abstract dimensions congruent to our own known as astral planes. There, he can use his powers to create ectoplasmic objects. He cannot engage in long-range astral projection on the earthly plane.

The comics have already addressed the issue of mutant power levels, with a select few being named Omega Mutants, due to their ability to, if they so chose, very quickly end all life on Earth without anyone being able to stop them. The main members are Jean Grey (though as you say, it's not for her own mutant powers), Professor X, Magneto, Emma Frost, and Iceman.
How powerful is Charles Xavier?
In the comics, he’s considered the most powerful telepath on Earth. He can read and control dozens, if not hundreds, of minds at once. He can remove memories and create false ones. These are probable in the movies also, just not 100% shown.One “weakness” he has when it comes to Psychic Abilities, is he possess no telekinesis - for all his power, he can’t even move something as small as a pencil with his mind. Whereas, Marvel Girl in example, has a much lower ability in telepathy, but can also lift objects at a distance, fly, and create shields to protect herself.There are some people who can resist Xavier - including Magneto who doesn’t possess any Psychic Powers, just an indomitable will. Certain training and skills can block his abilities - for instance, I doubt he could effect Dr Strange - at least if the good Doctor was aware of his attempt. I also doubt Strange could do much to effect Xavier, at least mentally, but a good fireball would kill Xavier.Xavier is of a separate branch of humanity - Homo Superior (Mutants). There are other races on Earth in the Marvel Universe who are likewise related to Humans - Home Mermanus (Atlanteans), Homo Immortalis (Eternals), Homo Descendus (Deviants) are three examples - beings like Odin (Asgardian) and Zeus (Olympian) may be offshots of humanity also. Xavier seems powerful enough to effect the minds of Atlanteans and Deviants, but I’m not sure how he stands up next to an Eternal. Or for that matter, the average Asgardian or Olympian; I would assume that he can probably mentally overpower lesser ‘gods”. I’m not sure if he could effect someone like Thor or Hercules, however, Odin and Zeus (and the Eternal Leader Zuras) specifically are far more powerful than Xavier.He is also capable of controlling the average (if there can be said to be such a thing) alien mind. However, again, there are many very powerful aliens he cant effect - Galactus, Celestials, The Watcher, and Silver Surfer, come to mind.
Is Charles Xavier more powerful than Emma Frost?
Yes. His psionic powers eclipse hers by a wide margin, but her diamond form adds a lot to her overall powerset. They are both considered, by some, to be alpha and Omega level mutants. Emma claims to be a numerical number level telepath (level 9 or 10) that is supposed to be comparable to Xavier, but really all of that is hogwash. Levels shouldn't be as important as ability. It seems crazy that SO MANY people in the Marvel Universe has working knowledge of everyone else's capabilities. It's like Dragonball z scouters: it's BS.

i know pheonix is one of them, but is she the most powerful? Xavier is super powerful but its never stated that pheonix is more powerful, but he couldn't control her. does that mean she's higher than him? she's way more powerful than magneto and all the other level 3 mutants like pyro. and what about jubilee? shes insane in the comics, is she on the same level as jean?
