Definitely not, not even angels possess such kind of power. Angels have limitations and boundaries. There are places where even angels can’t reach. We know that angel Gabriel couldn’t go all the way with Prophet Muhammad (PBUH) during the night journey as Gabriel didn’t have permission to reach. Even if Gabriel tried he would have completely burnt himself. Ordinary humans and Jinns possess even lesser abilities. But Jinns are far stronger, invisible to naked eye and faster compared to humans. They can reach almost instantly where it would take months to reach for ordinary humans. As Satan is also from the Jinn species, he possess similar power.

If God is omnipresent and God cannot reside with evil, then how is evil in the world?

Ah, you made an error: God is omnipotent, not just omnipresent. By definition, God created existence out of . . . what? God, of course. That’s all there was. So, God is everything, including evil. God created a character named “Satan” that is also an element of God. Kind of like a removable tattoo. Satan is simply a representation of a side of God like a tattoo that says “I (heart) New York”. Anyone who loves N.Y. reveals a lot about himself. God is showing off his curious side. Satan was created to test humanity. Can humans be evil? What makes them evil? In a way, God is testing the limits of his creation as a sort of toymaker that creates a puppet. What can these little humans do? Sure, he can program them to be good, but what’s the point of that? If all he wanted was “good”, why bother creating humans anyway? We are the “unknown”. God installed a random generator in us to see what we would do. Kill? Save? Destroy? Build? It is hard to understand the motivations of a God, but from my perspective, being omnipotent would be boring as hell. What’s the point? What objectives or goals, what triumphs or failures, could an omnipotent entity enjoy? What to strive for? Humans are such weird creatures that it would be fun to watch them do their stuff. Create fine art or blow up Europe. A slight incident, like not being accepted into the Academy of Fine Arts in Vienna caused a failed artist, Adolf Hitler, to destroy entire countries and millions of people. Very odd if you think about it, and God certainly must have been amused. So, not only does God reside with evil, he IS evil - and good - and neither, since morality is a human construct and God isn’t human.

Is the devil omnipresent, and if he is, is he omniscient as well?

Some would argue that only God is omniscient and omnipresent, but the Bible itself suggests that the devil is also. The devil enters in to all who entertain sin, and always ‘sin lays at the door and desires to have you, but you must bear rule over it’. (Genesis 4:7,) All have sinned and fall short of the glory of God.(Rom. 3:23.) These things give a virtual omnipresence.The devil is subtle(Gen. 3:1.), masquerades an angel of light (2 Cor. 11:14), and knows the future, even his own end.(Rev. 12:12). These things give a virtual omniscience, at least as far as Men are concerned. God does have the final say over all His creation, but man is a little lower than the Angels, even the fallen ones.

Do Christians believe Satan is an omnipresent being?

Satan is not omnipresent, since he is a creature (a corrupted angel) that is necessarily finite and thus limited in all properties including location and time. I can think of several ways to explain simultaneous human temptation, the most likely one being that Satan has a huge number of helpers. Scholastic theologians developed a fairly convincing argument to the effect that God created far more angels than all of the humans who will ever exist. You can probably look this up somewhere, but suffice it to say that the argument notes that angels are superior to humans by nature (although not necessarily by quality) and since nature is subject to numerical measurement it follows that the angels are superior to us numerically. This means that at any given time there are enough demons around to go after every one of us individually. This should not lead us to despair however, because we also know that there are twice as many holy angels defending us against these foul spirits and their weapons are far more powerful.

That passage refers to an earthly king - nothing more, nothing less. Satan is not the enemy of god, at least not in the Old Testament. God uses Satan to tempt humans (Book of Job). Christianity created the idea of there being this devil who opposes god, a fallen angel who has convinced exactly 1/3 of the other angels to rebel with him.Let’s think about this using some common sense. Supposedly, an angel named Satan decides to rebel against god. He knows god is omnipotent, yet he thinks maybe there’s a chance he can dethrone god. Given that most Christians think the devil is extremely intelligent, it begs the question of why would such an intelligent being think he could actually overthrow god and take his place? It’s silly. Christianity created the devil so that the evils of the world could be explained - having someone to blame. The truth is, human psychology is very complicated and saying this or that is evil is childish. As far as anyone knows there is no devil roaming around on the Earth looking to deceive people. If there is, then the god who created him is not as powerful as you have been lead to believe. God is either incapable of stopping the devil from “blinding” people to the truth or god is evil. Since Christians believe god created Lucifer (aka, Satan), then there must be evil in god. How can evil come from something good?

If Satan is confined to hell, how can he be omnipresent?

Throughout the course of questioning whether or not the devil is responsible for dispensing punshment in hell, Christians seem to reach a consensus that it is GOD, not Satan, who controls hell. If Satan were in control of hell, he would have to be an instrument of God. Just like a prison guard has to have allegiance to the judge in a human legal system. Criminals aren't prison guards.

One person stated that "the devil is in solitary confinement in hell." You may or may not agree with this statement.

A concept of punishment or confinement in hell would seem to mean that the devil is RESTRICTED from many, if not all activities, as any criminal in the human legal system.

If the devil is "IN HELL," how does he obtain the power of omnipresence, being able to be multiple places or all places at the same time -- OUTSIDE of hell and on Earth?!?!?!

It would seem that the devil is not really in hell, but EVERYWHERE. Does he float out of hell occasionally and then get sent back?

No one tempted Satan (see James 1:13–15 below). He brought about his own demise. He coveted what was not his to have, the rulership over mankind on earth. That belonged to God and God alone. Desiring this for himself, he rebelled and concocted a scheme that he thought God could not solve a paradox if you will that no matter what God did, HE would have to violate HIS own laws or standards.
