There are no countries where it is legal for siblings to actually get married. However, in Sweden it is legal for half-siblings to marry.
Also, there are several countries where the act of adult consensual incest is not punished as a crime;
Belgium, France, The Netherlands, Portugal, Spain, Luxembourg, Turkey, Russia, India, Israel, Brazil and Japan do not punish consensual adult incest.
In Italy, incest is punished as a criminal offense (Art. 564 Penal Code) if, and apparently only if, it causes 'public scandal'.
Romania and Switzerland have considered repealing their incest laws. Rhode Island repealed its criminal incest statute in 1989, Ohio only targets parental figures, and New Jersey does not apply any penalties for incest to anyone over the age of 18.

Are there women in India, or anywhere, who like incest?

Yes of course. There was this girl I was in a relationship with for more than 2 years. In the 6th month, she confessed to me that she is in an incest relation with her elder brother as well. I didn’t know how to react at first, but I don’t judge people. She told me that she loves sex, be it with her brother or any other man in the world. It was only physical. With me, it was different. And I knew it was. We were so good together. We understood each other, we had the same values, loved similar things, had lots of fun. Rare in the sense there are some relations happening but remains very discreate.Even in the history there was lots of such taboo relationship.Back then it was called Kautbik sex. It is mentioned in ancient texts 'Harivansh' that the daughter of sage Vasishta, Shatrupa believed her father to be her husband and therefore used to have sex with him. In the same Grantha (book) it is mentioned that Daksha gave her daughter to his father who was her grandfather, Brahmadev and hence Narada was born. Indradev too had sex with his great grandson Janmejay’s wife Vapushtma. Sex in the family was probably the best thing back then.The beautiful Apsara Urvashi told Arjuna that if the Paurva Vansh’a any son or grandson wants to have sex with any woman of her family including her, it is not insulting religion. However, Arjuna denied the offer which resulted in Urvashi calling him impotent.In religious scriptures, it is also mentioned that sage Agastya had kept his daughter with the King of Vidarbha and when she reached the age of marriage, he married his own daughter. And to much surprise, nobody objected.In the tenth Mandal of Rig Veda, a sexual conversation between Yam and Yami is mentioned. Yami expresses her desire to have sex with her own brother. Yam, however, refuses to fulfil her desire. Enraged Yami says that a sister remaining unsatisfied despite her brother being around, so what is her brother’s use? Yes. It is not very uncommon in India. Many brothers and sisters practices incestuous relationship. I'm not saying everyone so don't take it as offensive. In my case, I share an incestous relationship with my elder brother.

How common are incestuous relationships in India?

Yes. It certainly does exist. It may not be widely known or secretly spread but it very much does exist. If anyone says that it's not and quora is just misleading you don't listen to them. I know most of the time they say that people are just lying about their stories, maybe some times they are but not always.My dad and mom are first cousins and they had a love marriage. Yes, it's true.As in my case I'm not particularly sure if it accounts as incest because I never had any sort of sexual intercourse.I have been having these incest type experiences from past 6 to 7 years now.Right now I am 23 yrs old and my mom is 44 yrs and my sister is 20 yrs.All three of us have seen each other completely naked and even now we have such incidents where we see one another naked around the house.Couple years back when we used to live in a house which had only one bathroom...my mom, sis and me all had to leave for schools and work at the same time which was around 7:45 to 8:00 in the morning. My dad on the other hand had a shift job where his timings used to change every 15 days. So when we were to get ready for the day we would have to share the bathroom among us three. When I used brush my teeth my mom would be showering in front me then later when I take bath my sis would be brushing her teeth.We have even seen each other peeing. Later in the day when mom used to return from work me and my sis used to eagerly wait for her and talk to her. When she got home we used to talk to her about our day and she would be changing her dress in front of us in the room.Now we have moved into a new bigger house and though these type of incidents doesn't happen as often as it used to we still come across each other naked. Mostly while changing clothes after shower or something like that. Even when we go traveling places we book two rooms, 1 for me n sis and the other for mum n dad. So me and sis have seen each other naked quite a lot in recent times. Sharing a bathroom together and getting dressed in front of the other. We have become so used to it and casual about it that it doesn't feel weird at all.

Is it true that South Indian tamil girls practice incest?

Yes... It happens there.. but not how it is mentioned here.. they can marry thier mother's brother.. .. but rest of all what you said is not true...and that does not happen so generally..

But.. they have the reason behind that.. Imagine poor families.. boys do not have money that they can feed any one more and girls family do not have any money for marriage, dowry etc.. so they get it settled within their family.. that's the cheapest thing they can think of.. and they will not need to feed one extra member..Thats why somewhere one girl is married to elder brother and other brothers can take her to bed.. they all are so poor and their land is very small .. which cannot be divided if they all have their seperate families..

Yes.. I agree that any normal will consider sister's daughter as your daugther. so I will.. but you see.. we are not in those circumstances.. so we can easily take our stand and come up with those decisions.. but imagine yourself there.. You or me might not even marry but that would not serve purpose.. ultimately we have been created to grow..
