In comparison, France ruled over most of the Moroccan populace and its urban centers. This saw France exploit the opportunity to export its culture to Morocco as well as earn the goodwill of Moroccans.France built hospitals, roads and schools. Spain didn’t.France launched a vaccination program and other public health schemes. Spain didn’t.France encouraged Moroccans to see themselves as subjects of the French empire. Spain didn’t.France tried to gain the support of the Elite. Spain didn’t.The last point is the most important.King Hassan II was born in French Morocco in 1929. He had French tutors, met daily with French military officers and politicians from a young age. When he became an adult, he went to France where he studied French law before returning to Morocco.Nor is King Hassan II an exception, he was actually the norm for Morocco’s upper classes.Thus when Morocco gained independence in 1956, the Monarchy and the upper classes were actually pro-France and sympathetic to France. While the populace was neutral and didn’t hate France.In comparison, Spain was universally hated for its actions and intolerance in Northern Morocco. Why was Morocco not able to militarily conquer Ceuta and Melilla?

Morocco would not only lose a war to Spain, it also has absolutely no interest whatsoever in recovering the two enclaves of Ceuta and Melilla.These two enclaves are providing work for thousands of Moroccans, either by directly working there or by taking part in the administrative management of the border (border patrol, diplomatic entities, etc…). Let’s not even talk about smuggling and drug trafficking. Literally millions are directly or indirectly living off both activities. Smuggling provides high-quality products from Spain that are cheap to buy (cosmetics, food, auto-parts), thus artificially elevating the average purchase power, and drug trafficking not only generates revenues but also appeases entire districts in cities, either by consuming drugs or by selling it (drug dealers can’t tolerate insecurity in their dealing districts).The only way for the two enclaves to return under Moroccan sovereignty is if Spain cedes them back. Morocco will never adopt a pro-active stance on this situation because, beyond the patriotic mystification, it has absolutely no interest in doing that. Ceuta and Melilla becoming Moroccan will certainly cause a huge social crisis !

Could Canada join the European Union if they wanted to?

I would think so.From Wikipedia:To join the EU, a country must meet the Copenhagen criteria, defined at the 1993 Copenhagen European Council. These require a stable democracy that respects human rights and the rule of law; a functioning market economy capable of competition within the EU; and the acceptance of the obligations of membership, including EU law. Evaluation of a country's fulfilment of the criteria is the responsibility of the European Council.I do not think that the the limit of "European" is narrowly, legally defined (I could be wrong)Expansion into Eastern Europe, Cyprus and potentially Turkey, have all been OK.  Indeed, Morocco discussed it in 2005: that has not gone further --  but for the obvious reasons that EU doesn't want another poor country, with porous land borders. The fact Morocco is not in Europe was not mentioned as an automatic block. There have also been proposals of Israel joining: once more they have not gone anywhere but the point is that the idea was discussed shows that "Europe" is not narrowly geographic.It requires signing up to ECHR, but Canadian human rights is good so that would not be a problem. (It would be an issue for USA however!!).It would require adoption of EU trade law and acquis communitaire which would take work and be politically tricky but not impossible.Canada is physically big, but from population view wouldn't be hard (cf Turkey) - and as a rich, stable country would be far more welcome than many candidates.There would be a huge bonus that it is already bilingual: France would welcome a (partly) francophone country.Culturally it could work. Canada is relatively similasr to UK, Netherlands, Scandinavia in attitude and economy, so I don't see any huge philosophical or cultural impossibilities. (Easier than Turkey, Bulgaria or Romania for sure!).I doubt it would join Schengen: like UK, Ireland the border aspects would make that infeasible.In theory it would have to join Euro, which might be an issue, but in reality that may be "at some undefined date" (qv Poland).It would probably have leave NAFTA: the two would conflict. Unless EU-US free trade were to supercede that perhaps with "NAFTA across two continents"All of which said, I can't see it being remotely likely in the real world.
