Shortly after the fall of iron curtain Hungary found itself among entirely different circumstances and had to face another challenges. To shift from the old style market economy to the capitalist mercantilism the county must reorganize its economic built ("swim or sink" attitude). At that time started the privatization. This time a lot of people emerged from under the line and nowadays they are the upper crust of the country (no wonder, they could obtain expensive machines or a complete factory and its label tag was ridiculously low). Temporarily some company remained under the contorl of the government, such as the basic household providers (gas, electricity, oil, food) but this reorganization claimed more money. Slowly, these companies also slipped out of the hands of the country. And the high level of corruption helped us neither. The last (and latest) event the extremley high rate of bank loans of the household sector and the financial problem of the whole country. In practice those loans made us just an "economic colony". The above detailed events did not leave to the government too many chance to finance its own operation and besides the country. In practice there remained only one passable way the taxes. Of course, it doesn't mean solution on the problems in a long run so the crisis doesn't over. Even! But this phenomenon isn't unique (in the EU, as in the US nor) and additionaly the reproduction is getting slow in the (whole) EU which makes the finance problem even worst.

There are layers that add complexity to this question. Any answer that is offered might actually be right in some unique level of implementation. But, ALL layers that are not appropriately addressed by any action will most likely descimate your business long before any circumstance that would have been avoided might happen. You did not mention where you are in your evolution of your business? Are you just thinking about you be a business owner? Have progressed to actually incubating an idea for the business? But still in startup phase? Or have you actually made a sale and therefore passed beyond startup? How far past startup? Actual trackable cash flow? Positive cash flow? Profit? Growth? Expansion? If you are at any point in the last paragraph then you are at a point that proper business structure is intensely relevant going forward. Call me. If you are at ANY point in the paragraph before, then normally spending time on topics like structuring is only a distraction from you moving you business forward, and you should refocus on making the first sale or a repeat sale. What is considered "wealthy" in Hungary?

You must be either in the mob or in government(same thing?!) to make serious money in Hungary.
I do know a few of my husbands old childhood friends in Hungary that saved all of their money during the communist years and were ready to start their own business when the change happened.
They did very well and weren't criminals, which is rare over there although one guy got puished out of his business my the mob. He was able to start something else and is doing very well. They are milloniars by western standards.(we are their poor American friends which gets me!)
One guy owns several fast food restaurants that are all over the place , their specialty is chicken dishes, another onws several small bars and mini markets and has expanded into selling and building supermarts.
Another bought a factory.One old friend owns his own Mercedes Benz dealership( gets me because we shipped his first Benz to him from Cal.)
So basically, they don't work, they have other people slave away for them.
Edit; There really is only two classes in Hungary, rich or poor. Even the well educated have a hard time paying their bills.
My sister-in-law teaches chemistry at one of the universities and she has picked up a part-time job cleaning someone home on Saturdays.My neighbor in an accountant in Budapest and only bring home around $600. per month after taxes.
Blackmarket trading and mob activites are huge there. I really didn't understand how huge until just a few days ago when my husband told me some facts about some peole we know over there that came to a surprize to me.
It is just a way of life over there.
There are so many political parties in Hungary that it seems they are spending all of the tax money and time on getting and keeping their power. They don't care much about the average everyday citizens.
