Can a website be considered to be software?

I don’t really.A website is a publication like a newspaper, magazine, newsletter or brochure.An active website with audio or video to me is more like TV or radio.Software is something that does something on your computer. Software is run by a script or EXE file. Your browser is software that loads your HTML file and displays it according to code. Look for EXE, DLL, JS and other extensions that tell you that it is an executable file that runs a process. It is limited to a specific operating system. Your browser had to be compiled to your Windows or Mac computer to work.Website files are sources if input for the code to run. HTML will work on any computer with browser software. You can open HTML as a text file with Notepad. Media files are open for either sound or video output. CSS files are supporting and linked style sheets. A PHP file is code embedded into a website do to actions based upon data and user input.It is classic text to graphical element interpret and display taught in programming courses.I think it is important to distinguish these things so that you know how to protect your computer or phone from threats.
