It probably matters exactly how the defendant is charged.The right to bail is fundamental, since persons accused of crimes are presumed not guilty until proven otherwise.  The purpose of a bail bond is primarily to secure the appearance of the defendant at court.  Murder suspects may be bailable.  The law of Pennsylvania is that "capital" suspects (which is to say those against whom the death penalty or life in prison is sought) are not necessarily bailable.  This would include first-degree murder.§ 14. Why do cops let people in prison rape each other?

We don't "allow" it. It happens unlawfully. It is a felony, and the rapist can be charged with not only a violation of prison rules, but the new felony charge as well.

There are specific requirements for supervising the inmate population, and a law on how to investigate and deal with prison rape. The Prison Rape Elimination Act, or PREA is a Federal law.

Prison rapes happen in spite of the efforts of the Correctional Officers, not because of them.

Sponsoring a Wedding? Wedding Grants?

Why do people on here even think of getting someone else to pay for their wedding? Why would you think anyone other than the couple should pay for the wedding?
What happened to hard-working people who get a job, save up, and pay for their own wedding?
I don't even have a problem with people whose parents are chosing to pay for the wedding because at least somebody EARNED the money to pay for it and they weren't scouring for freebies and handouts.

Unfortunately, your financial aid package is based on who lives in your household including your step father and any step siblings. Depending on his income, it can effect your financial aid if he earns a lot. I know this does not sound fair since your mom struggled for so long, and legally, a step father's income is not supposed to count in child support and legal matters. However, do not let this stop you from applying for financial aid. I recommend applying for everything you qualify for consideration no matter the amount. I will include some free resources to locate money for college.

First, the FAFSA form will qualify a person for grants, work study program, student loans, and college need based scholarships. The amount given is based on a formula of how many are in the household (attending college or not) and mortgage along with a percentage of the household savings and income along with your income and savings. Your income counts more percentage wise than your mom's and step dad's income and savings. This should be completed every year in January or early February until college graduation.

Second, many states have grants and scholarships for students with good grades. Use Google.com and Yahoo.com for these grants. Also, your high school guidance counselor might have a list.

Third, your high school guidance office has a list of local scholarships and applications. These scholarships have less competition than a national one.

Fourth, the local public library has a book listing scholarships with some not even listed on the web.

Finally, join several free membership scholarship search websites. There is a form to complete to help narrow down your scholarship search to scholarhsips you qualify for consideration. In addition, there are scholarships for almost anything out there including wearing duct tape to the high school prom.

Can you earn a Ph.D in prison?

I've done time, and knew a couple people who earned advanced degrees while locked up. It's not easy, but it is doable. I'm not sure about all-expense paid programs, though. These guys paid their tuition and other expenses themselves or with help from family members. Personally I would be skeptical of any "free" degree program that didn't have a reputable university behind it. Too many diploma mills out there.

Washington does provide for some vocational certificate programs .This makes sense, not many come into prison with marketable skills, and the un/under employed are more likely to fall back into old patterns that got them there in the first place. Providing an extra few thousand for education pays off if it keeps them out and working afterward. The state makes it back in the increased taxes the ex offender pays once back on the street, not to mention the less they pay out in court and incarceration costs by reducing recidivism.

Do police make money based off of the amount of people they arrest and lock up?

UK answer - no.The only way an officer would make more than their usual salary from an arrest would be if they ran into overtime to deal with it. But the same goes for if they incur overtime to take statements, or deal with a mental health issue or wait for a locksmith to repair someone’s door.In fact, anything that stops them knocking off at the end of their shift.Also, UK police forces do not run league tables on who gets the most arrests - The London Metropolitan Police would win that every time for obvious reasons (largest population of people and officers). And there aren't any internal league tables within a force either - so my sub-divisional commander isn’t keeping an eye on the custody numbers of other sub-divisions so they can claim bragging rights at senior management meetings.There is always a drive to improve what we call “detection rates” - which equates to how many recordable offences we manage to ‘solve’ (charge, summons, caution etc.) but that is regulated by ethical standards. There have been occasions when certain teams have become a little over-enthusiastic about getting good returns but that soon shows up and over time has resulted in this outcome being ever more closely scrutinised to make sure they ‘come up to scratch’.You can almost imagine the environment though is officers were recompensed based on numbers of arrests;Perhaps we have a nice display cabinet in the canteen with this month’s prizes for the most arrests - “I’ve had 20 shoplifters this month, I’ve got my eye on that lovely set of steak knives on the top shelf!”If you think about it logically, it simply wouldn’t work, policing is not like trawling, where pay is based on catch. Does anyone know if there are scholarships or grants for wives of prison inmates?

Ok, so I am in a crazy situation right now. I am 26 years old and my husband was sent to prison in July of 2010 and we have a 1 year old little girl then my mother passed away in August of 2010 and now i am my father's caretaker who has alzheimer's. I have made the decision to go back to school, so I'm doing online classes for criminal justice. (I know kind of ironic.) My credit is absolutely horrible so i doubt that I am going to be able to get much financial aid so I am trying to get as many grants and scholarships as possible. If someone could help me out I would be extremely grateful!!!!

Should prisoners be offered college education?

I have a very strong viewpoint on what prisonsers should and should not have available to them. I my opinion, prisoners should have NOTHING other than the bare necessities. They are in prison for a reason - they broke laws. Why should they be given opportunities that the rest of us have to work hard to get? They are not paying mortgages or rent, food or utility bills, and do not have to worry about commuting to work every day and paying the extrordinary amount we all have to pay for gas these days. Yet they are fed 3 meals a day, have television and a library, are allowed to work out, study and get college degrees and not pay a cent for any of it, except their freedom !!!

I worked in criminal court for over 15 years and many times when a defendant was sentenced to the mid-term sentence, they requested longer and stated that it is easier for them in prison than in the real world where they can't find jobs, don't have enough money to live, and have other stresses.

I think that prisons should be a punishment, not a reward!
