Why is booth rental at a barber shop illegal in NJ?

Many barbers, hairdressers, manicurists, etc get out of the legal requirements for things such as paying minimum wage, workers comp insurance, social security payments etc etc etc by saying that the people working in their shop are not employees but "independant contractors" who 'rent' a booth.

This practice is abused so often that NJ has simply decided to forbid it, and require that everyone who works in a barbers shop (or hairdressing salon, manicurists, etc) be an employee of the store owner.

No it is not illegal as long as you have a window. Even if it does not open a window is a legal emergency exit. It is perfectly legal to rent a unit with just one exit door. In fact most apartments only have one door.

EDIT: No - windows are not legally required to open. It would not be illegal if they do not open at all. In case of emergency you would have to break it.

My friend who is a girl lives in a townhouse with the owner who is a guy. She is a bit late on her rent due to financial difficulties and the guy keeps offering that he'd waive the rent for sex instead. She doesn't feel safe living there anymore and is trying to get out asap. What can she do in this situation?

A landlord can collect cash for rent as long as they are giving you a receipt as proof you paid. And they are claiming it on their taxes.

Most likely these are illegal dwellings. Dwellings must meet certain building codes in order to be rented to people, ie. escape routes in case of fire, windows etc. These people do not get the proper licenses in order to rent legally anyway. That is why they only accept cash. I would imagine they will not give you a receipt either, that would prove you live there and they could get in big trouble. Not only closed down but if you took it to court it is usually so many times the amount of rent you paid to find somewhere legal to rent. They rent to people who don't know any better or are really desperate for a place to live.
