First of all, This is assuming the phone you are calling from has GSM services (needs compatible sim card) Pretty much more than likely unless you have a Blackberry w/built in sim card such as the Tour, or HTC Touch Pro2 .....look at it this way, if you don't have a sim card with a smartphone/pda device, don't bother trying. Now let's assume you do have a device w/simcard and your paying the unlimited data plan required with any verizon phone. now to have service outside the USA, you will need to have an "Global Data plan" which runs about $60...bout double standard vzw data plan, ...if you don't have this data plan and are using your phone outside the country...have someone call vzw and say your MIA because your bill will be rediculious.., i kid you not.. With the Unlimited data plan & Skype, any calls made from your phone to another Skype user will be free.., however any calls made to another person not using skype I believe will cost you. you will need to pre-purchase "Skype Credit" i believe.,....i'm not 100% sure how the skype works but I know if you want full service/capabilities its certianly not free.

It depends on your carrier. T-mobile has worked for me in Italy, Greece, Spain, Bahrain, Brazil and Israel while verizon did not work at all. T-mobile to my knowledge is the only one that you can make phone calls or use data with without being connected to wifi. My suggestion is use skype if you want to make face time calls and be near wifi. Overseas most restaurants and bars have wifi for free and applications work without a signal as long as you can use wifi. If you have T-mobile and you will be out of country for a while I suggest you get their unlimited plan and add international features and try not to call to many people for to long as it gets pricey.
