I have an iphone 4s which is currently unlocked to ios 6.1.3 Now i dont know where to jailbreak bcz evasion has the latest jailbreaking of ios 6.1.2 Will sumthing bad happens if i jailbreak it to 6.1.2

It's safe and it's the way to unlock, jailbreak and activate your phone. Downloading from itunes means for one time only and from other sites means you can keep backup file.

You can semi tethered jailbreak it with redsn0w. Semi tethered means if you ever power the phone off, you can turn it on but jailbreak apps won't work. To get them to work again, you'll have to connect it to redsn0w. This is alright for most people, because you'll rarely ever have to power the phone off anyway. There is no way to untethered jailbreak 6.1.3 because jailbreakers refuse to release a new jailbreak until iOS 7. When iOS 7 comes out though, look for evasion jailbreak. They're the fastest and best known.

There are rumor that Limera1n will release new tool for all iOS devices ( AppleTV included ) however there is no define date for it. Also that same tool will be able to jailbrake/unlock 4.3 firmware with certain basebands.
