Why does webpage content fail to load completely only sometimes?

Theres a number of reasons as to why this happens. Remember, as a "client" when you type in a web address, you are requesting files / media from a "server". On a simple level, all of the data is broken down into packets and then re-assembled on the "client" side (your browser) - if you have a poor transfer speed, only some packets may be transferred through completely, thus leaving you strange looking websites. If this is not the case, sometimes the request for the website is made, but certain JS plugins that are manipulating your DOM on the fly encounter what is known as a render-blocking error, which prevents certain layouts to work appropriately. Its hard to tell, but generally if you look at the network tab in Chrome Developer tools or Firebug in Firefox, you can tell what the cause of the issue is for the most part.

How do I solve error cloudflare 522 connection timed out?

Okay, so this is my problem: I went to pururin.com using my Android's WiFi on my notebook, then when the page loaded, it showed a notification about error 522 cloudflare.

However, when I used the campus' WiFi, I could access that site normally as if there was nothing wrong with it. (At this time, I still used Google Chrome)

Later, I tried to access it using my Android smartphone directly with my its own provider (NOT USING CAMPUS' WIFI) using Chrome Mobile and I still get the same error notification. However, when I used the Opera Mini, the site loaded normally without any problem.

This made me think if the problem was because of my Chrome browser, so I downloaded Opera for my notebook. However, using the Android WiFi again and Opera to access pururuin.com, the result?

I still got the same error 522 cloudflare page.

In other words, using Chrome on my notebook and smartphone with my Android wifi ISP, I couldn't open the pururin.com site, but using Opera on my notebook and smartphone with the same ISP, I could open it ONLY IN MY SMARTPHONE BUT NOT WITH MY NOTEBOOK.

Can anybody explain this and how to solve it? Does it have something to do with my Android's WiFi's ISP?

Previously my laptop has some errors in the security updates as the automatic updates were off suddenly for quite some time but now it is finally alright now.

However,whenever i am connected to the internet,the internet webpage will be fine and will upload as per normal but for after a while,it will suddenly change to "internet explorer cannot be displayed" after multiples of refreshes.I reconnect again and the same process applies.
I run a scan in symantec antivirus and spyware terminator and they detected some virus but i've deleted it.I suspected it must be some tracking cookies that prevent me from surfing the net but still i am not sure about it.Some recent virus history that my laptop has encountered is w32 spybot but again everything is deleted and some were cleaned.I even using ccleaner too.

So i really need help on how to solve this.
My internet connectivity is fine really.

I connected my iPad to wifi.
Safari is working fine and the web Pages are loading so my wifi Is working.
But when I tried using the YouTube on my iPad, it said "YouTube cannot connect."
