If you want this for home use as well as for college, I wouldn't recommend a small screen (this kinda contradicts the previous point, unfortunately). I'd go for a 13 inch minimum, leaning towards a 15 inch screen.3) Do you want your laptop to transform into a tablet at will, or not? This might be a nice thing for someone like you, who might want to use the device as a tablet in college and as a laptop at home. Try the Asus Transformer Book Flip TP300 (13 inch) or the TP500 (15 inch).4) If, on the other hand, you are content with a standard laptop, Dell has several affordable laptops, as well as Asus and Acer. Which laptop would you recommend?

Honestly, Civ V at least doesn’t require very much power at all, and I find it quite playable on my crappy ivy bridge notebook that I use when I need a laptop, even though it only runs at 8–15 fps. However, it would obviously be a better experience if you had a better laptop constructed more for gaming. So I will recommend the only laptop I know of that is “gaming” focused “below” $800: The Dell Inspiron Gaming 7000. It is, technically, below $800(and you get a whole extra cent!) However, that money gets you a discrete GPU, which, despite the fact that it is just a 1050 Ti, is much better than any integrated graphics will likely be for years. Anything more demanding than Civ V will probably need something along these lines to be playable, especially any game that isn’t turn based. Hope this helped!

Recommendations of a laptop to play sims 4 on...?

First of all, there are two types of graphics chips in laptops. Some have Integrated Graphics, and some have Dedicated Graphics. If your going to get a gaming laptop, get one with Dedicated Graphics. As those chips are usually manufactured by either nvidia or amd.

Another thing, any modern Processor (Pentium, i3, i5, i7) is capable of running the sims 4. BUT if you dont have a good graphics chip to go with it, you wont go to far...

The best gaming laptop so far for your money is the AlienWare 13 with the gtx 960m. Only difference from the 15 is the storage and ram etc, and when needed you can upgrade it along the way. With a 960 M you can easily max sims 4 out, you can even play fallout 4 with stable framerates on high

Unfortunately, gaming laptops are expensive, and to get a decent one you need to spend upwards towards 800 to 1500 usd.

Buying Windows OS separetly would be a costly affair as the one you get preinstalled is slightly subsidised.)Other parts are pretty much standard. Make sure to get the latest model as it will have support for longer duration. Try to get your warranty extended as laptops are prone to failure after a year or so and parts are pretty expensive.
