Your question does not add up at all. In the UK you do not require a Falconry permit, and if you did an apprenticeship elsewhere then you'd know that owls are not pets. "What small owl is the best to keep as a pet?". Owls are not pets, they are solitary animals, not social, potentially dangerous, nocturnal, not even intelligent despite the phrase "Wise as an owl". They don't play and they don't like being touched/pet like a dog.

They might show some affection if they're imprinted(Since you have your falconry permit, you know what that means right?) and consider you as their mate, but an owl still won't play or go fetch and if it does like you touching it, that's because it's just hormonal...Also, since owls are monogamous the owl will only behave this way for you, nobody else.

If you want a pet bird, you're better off with a budgie or cockatiel.

EDIT: From my experience educating people about positive pet bird care and answering questions on here...Since you didn't get the answer you wanted, but rather reality you're not gonna like my answer. You'll continue to ask this question and look everywhere for an answer no matter what people tell you. If 50 people give similar answers to mine and 1 person says the answer you want, you're going to believe them. So I don't know why I bother trying...I suppose I could just name some owls, saw whet owl, eastern screech owl, elf owl and say they're all good pets and then you'll love my answer.

I personally would probably take away computer privileges and monitor everything he does. He would have lost all trust and would have to earn it back. Also I would take a serious look at who his friends are, and if it's obviously bad influences I may even pull him out to homeschool so I can get him away from the bad influences and hope he finds other, better friends.
