Where I am in the USA, police service and fire service are covered by taxes and fire fees. There is a charge for EMS response as most municipalities either do not subsidize EMS or do so at a very minimal level. EMS bills for transport based on guidelines set up by the federal governments Medicare/Medicaid programs. Generally flat fee for ALS or BLS, then supplies and mileage.Now some places have started to bill for “false alarms” for fire and police response. So if your alarm system goes off but it is accidental or a malfunction, there is a sliding scale where the first such call in a year is free, the second on up has increasing fees. Sometimes a “class” can be taken to wave the fee on the second false alarm, but no subsequent.As pointed out, some fire departments are experimenting with fee assessment for motor vehicle collisions as a lot involve nonresidents that have been taxed for the fire service. Those are, in some places controversial.There is also a trend, in some areas served by volunteers, for home owners to pay a membership fee for fire response. As tax revenues to the fire department tend to be greatly reduced in these areas, a fee guarantees better equipment and training for personnel. The controversy arises when a resident lets the fee lapse, or does not pay to save money, then there is a fire but no response when a call to 9–1–1 is made. They are not just public servants. They are more than that!

The only correct answer is: They are our life insurance!

You are overthinking this. Are you sure you want to start doing something like this? It sounds totally out of character, even if it is sort of a normal part of growing up. I thought teens are supposed to do stuff like this with a like-minded group of friends so they can all egg each other on to do dumb things. This is a lot safer than, say, binge drinking.

I think that as long as you don't do a lot of them, and you don't target any one business or individual, you are just a nuisance. You might get a citation or something if you ever get caught. I can't imagine any police dept getting all bothered about a random call or two.

I would urge you to choose your targets carefully: Blockbuster is under bankruptcy protection so the employees are stressed enough, and calling a Chinese restaurant to do what you want to do, may end up getting you in serious trouble for acts of racism.

Whereas if you call pet stores and ask what kind of pets are in the "pet food," you aren't targeting a minority group, you know?

In the U.S., considering that the ambulance and fire truck were not in emergency mode, the person on the right always has the right of way.In emergency mode depending on the situation the emergency vehicle on the right would have the right of way. However, drivers of mail trucks must obey all applicable statutes of the state.What people are referring to is a very old statute which was a federal statute which gave mail trucks the right of way at all times and exempted them from traffic laws.This law has been thrown out by many appeals courts years ago. Logic dictates that the driver of a mail does not have the right of way at all times. I have cited postal carriers a few times when they were at fault in an accident.Motor vehicle statutes are enacted by state legislatures and are state controlled. No federal law involves a traffic statute.
