When I try to launch a game it says "The program can't start because CNCS32.dll is missing from your computer.?

Cant access medieval 2 total war after downloading it.?
I have downloaded medival 2 total war but when I go to access it from the icon I get this error message-This application has failed to start because D3DX9_30.DLL was not found. Re-installing the application may fix this problem. I have installed this numerous times and still get the same message. What am I doing wrong or what is my computer missing? Please help me.

The basic idea is to find the 'dplayx.dll' file that the program would use and make a copy of it called 'dplay.dll'. Do not, under any circumstances, download a 'dplay.dll' file from anywhere and attempt to use it. It must match other files on your system to work.

Why wont flatout 2(computer game) run on widows 7?
we recently bought a laptop running windows 7 and i installed flatout 2 on it. when i try to run the game, it says d3dx9_30.dll was not found on the computer. then it says that reinstalling the program might fix the problem. when i reinstall it the same thing happens. the game runs on my windows vista desktop pc, so i changed the game so it runs as windows vista, and it still doesnt work. any ideas of how to fix this problem?
