Add -h XXXX -w XXXX to them, with H and W being the hight and width you want the game to run at.

It might not be talking about the game's resolution, rather the resolution of the monitor. Go to control panel, search "monitors." and choose an option called "set up computer to use multiple monitors" (we are not actually working with multiple monitors but it's the only way i know how to do this) Select your monitor, and make sure the resolution is set to 1920x1080. if that turns out not to be the problem, try right-clicking the desktop shortcut to the game (if you don't have one make one) and then click "properties" and then there should be a field called "target" add this to 'target" : " -window". That's space, then dash, then window. This should open the game in a window form rather than full screen, and then once in the game you should be able to change the resolution to whatever it wants you to, and once you've sorted it out just go back into properties and delete " -window". In neither of these work, sorry, I don't know what to tell you.

If not the file you are looking for is video.con and you can open it with notepad. Change the resolution line to 800x600@60Hz and then you should be able to adjust it in game options.

In the event that this may confuses anyone searching for this info, I am including a video I found that should set you straight in regards as to the location of the components involved, and the general methods required(short of actually typing for you...).

I hope this helps you out. It all appears to all be legit. I found multiple sources that both have reach the same conclusions, contain the same data, and I believe the "fix" originates from Rockstar Customer Support... that said, if you have any other problems, I suggest you contact Rockstar.
