Check that you have a valid functional connection to your selected carrier (i.e. AT&T, Verizon, etc.) - if signal strength is low move to a better signal location and try/test again5. Check that your cellphone account has not been disabled/discontinued for whatever reason by your cell company.If all the above are fully checked and you still have an issue, you are best advised to take your phone to the nearest Apple store as this may be a hardware issue or a botched/failed update (iOS/App/etc.)

If the hardware buttons on your iPhone don't work, there is a way around this by activating the "AssistiveTouch" Mode in your Settings, this allows you do access every feature of your phone just by using your screen. To activate it you have to go to: Settings > General > Accessibility > AssistiveTouch > flip the switch to enable it. Hope this helps.
When you call a phone that has no service will it still ring?
If he has no bars for reception, the phone will appear to ring to you as the system struggles to try to find his phone and then the call will go to voicemail. If the phone is not powered on, the call usually will go straight to voicemail. As long as the number is active, you will not get a message saying the phone is out of service. It's possible the phone is off because there's no way to charge the battery. That would explain the inability to call you back as well. Good Luck!

If you are facing this issue frequenty, then take the backup using iTunes and restore with latest OS and test once without restoring your backup. If you still face the same issue then it could be issue with hardware and your iPhone will be replaced if it is under warrenty. If it is working fine after restoring to latest version then restore your backup too and test it. But I am sure that if it is working fine after restoring iOS then there won’t be any prob after restoring your backup.
