The charger should provide enough power to overcome this but sometimes they don't , like playing a heavy game on a laptop while its plugged in . The charger is rated at say 39 watt but the computer is wanting 42 watt , it will slowly discharge the battery even though it’s being charged . I have seen this on numerous laptops were the laptop can pull more juice than the provided power supply can give , cell phones are no different . Some devices can operate without the battery but to my experience it was because the charger was overpowering enough to bypass the circuit and the device doesn't know there wasn't a battery ( older devices ).
