Need Help Finding This Movie/book

I need help finding a movie. I only remember that it was about a group o kids. They were making car for a race and while racing the turn wrong way and they started to drive next to shopping mall and overtaking customers. Any ideas?

This was from the movie "The Little Rascals". They were building a car for a car race. But during the race, one of the signs get moved and they go in the wrong direction, leading them to a strip mall.
