Ap homework..need major help?

Hi! One major national level policymaking institution that the AARP targets is the Dept. of Health and Human Services.

Two characteristics of the AARP that influence its choice of the HHS are its size of membership and age of membership.

The AARP's membership is very old and therefore interested in healthcare issues, so AARP targets HHS to get favorable policies installed for its members. The AARP has a large membership that is of a group that votes a lot. Since HHS is part of the Executive Branch, ultimately trying to get a President re-elected (or another member of the party elected), HHS is going to respond to the desires of a group that represents such a large block of voting people.

Hope this helps!

I need help with my '1984 by George Orwell' essay plan..?

You know what.. I was going to be a smart-alec and be mean, but there was something in the way you posed your question... I like the fact that you said pleased. I understand how you need help. There is the movie 1984 that you can rent and it will give you so much more insight than I can possibley give you. But here goes...
Not only do I agree that admirable human qualities can survived in the midst of tyranny, it has been proven over and over again throught history.
In Orwell's book, society is completely being controlled to the point that your very thoughts are controlled. The main character, Winston Smith, knows this is wrong. His job is to change the history book to reflect the ideals of the totalitarian government. But he wants to expose them and because of this, he basically self sacrifices his own life to try to help people see beyond the cruelty of the government.
Even in real history, in the midst of horrible governments, people step up all the time. The folks who, put their own lives at risk, to sneak Jews out of Germany, or Slaves out of the south. People, who knew that the penalty for their action was death, but was so compare to end the suffering of other people, that they viewed it as a risk worth taking. In fact, sometimes in our darkest moments, when you think all hope is lost, thats when so many unknowns, shine the brightest. In fact, just recently 10 humanitarians were killed in Afghanistan, medical professionals from other countries, who volunteered their services in order to help people. And you know people step up whenever major disasters strike around the world, so its not just in a tyrannical situation.
