How can I move photos in Google Photos into folders or albums?

Two different concepts. Albums in Google Photos are just a place where you will add already stored photos just for the purpose of having them under a specific titled album. What I mean is… you are not copying the photos, just referencing them.Now folders are related to file systems, so in that regard what you can do, is have your pictures organized in folders and then have Google’s Backup & Sync app scanning those folders. My computer has got a folder virus. Whenever I connect a USB all files are turning into shortcuts. What should I do?
