i just got a dratini at the game corner, and he has thunder wave. i believe bellsprout has either sleep powder or stun spore.. ( if not starting it will learn it with leveling up) magenmite will probably know thunder wave, they usually do. Stantler ( near ecruteak city ) know hypnosis im POSITIVE of this i keep running into them >_> haha um... jigglypuff should know sing hopefully that helps?

You don't have any Pokemon that can put it to sleep, so use Zapdos to paralyze Lugia, you will need to use Discharge and "hope" you get the paralysis. Afterwards lower the HP as far as you can, then start chucking pokeballs. If you have dusk balls use them, if not not then use heavy balls, if you don't have those, use ultra balls.
