No one in the Senate has the Constitutional authority. No one in the Executive Branch. And no Supreme court judges.

No, the Judiciary Act of 1869 capped the Court at 9 Justices. Presumably, if both Houses of Congress were Democratic, and the President was a Democrat, yes, they could pass legislation, superseding the Judiciary Act and expand the Court. Right now? Pres. Trump would veto any legislation passed by Congress to accomplish a court expansion.The Democrat, Harry Reid was warned, when he ended filibustering for Court nominees (except SCOTUS). He was warned that if you change the rules, while you're in Majority, you may not like more rules changed, by the next majority. Hence, the Republicans went one step further than Reid and end the filibuster for all judicial nominees, SCOTUS included.
