Here is what I know. Generally collectors purchase debts at considerably less than the actual value of the debt. They are usually willing to settle for a lesser amount. If you are sued and you have no employment and have no property than the only thing they can actually get is a garnishment that will be active when you find a job. The problem is that garnishment might very well prevent you from getting hired.
On the other hand the collector isn't necessarily stupid. They can do math too. Going to court and paying legal fees and garnishing someone who is unemployed doesn't actually put money in their pocket. For a $1,700 debt that they probably bought for 170 dollars, it probably isn't worth that much bother. Of course they won't tell you that.
I suggest you offer a settlement. Ask what they will take. Haggle a bit and settle on a lower number. They might be happy with less than half of the 1700. When dealing with these people be professional, don't allow them to get you upset on the phone, make sure any actual agreements are in writing and that you have a copy.

State laws may vary and it is possible that in some state they may be able to get a judgment to pay rather than a garnishment but I think that is still unusual if it happens at all. I haven't been a Credit Counselor in a few years so its always a good idea to talk with an attorney if you can who is up to date on the law. In many states there are free legal aid attorneys who will offer advice at least at little or no charge.
My best guess is the collectors are trying to intimidate and would be more than happy to make a quick buck and go on to the next case.

Added: If you are being sued and you have a date to appear in court than I can't offer you any useful advice other than to speak with an attorney.

I have been reading a lot about student loans and I am aware that if one works for a nonprofit for ten years, student loans are forgiven. I am also aware that after twenty years, even if not working for a nonprofit, all debt is forgiven. Does this only apply to federal loans? Are private loans forgiven after twenty years as well?

Note: I will not be working for a nonprofit but I have over $100,000 of student loans. Federal loans are really not my major concern. I'm trying to arrange the best payment plan with Citi so any advice would be really helpful.

I've also heard that any bank receiving a bailout is required to turn unsubsidized loans into subsidized ones but nobody really wants us to know about it. Thoughts?
