As-salaamu Alaikum waramatullahi wabarakatuh brothers and sisters!

The names of the Surahs do not indicate the subject of the Surahs (from my Qur'an; "English Translation of the Meaning of Al-Qur'an: The Guidance for Mankind" by Muhammad Farooq-i-Azam Malik, [for example Al-Baqarah "...because it would imply that the Surah is dealing with the subject of "The Cow" or "Heifer"])
If not, then why were named like that, or what do those names indicate? Or is it only if translated?
Please correct me if i misunderstood this!

What if you can't read Quran during Ramadan?

Read the Quran in your language its not the real Quran but many have already answered which is the best translations they found for many languages. So do a search up top to version of language you want in the search bar.

20 pages a day is all that is asked if you wish to have infinate protection and blessings from Allah SWT in great mercy and guidance inshAllah amin.
Next year will be your 2nd and Al hamdoullah then your 3rd and so on. Start reading now, that way you will be done the translation before you go in for Ramadan.
If you are doing Halaqa you just ask to pass to the next person to recite those verses, or you ask if you can read them in your language.

You can read Quran, its in your language. Is would be the meaning.
You can join in Salat Tarweeh at the mosque and have the Hafiz Imam recite the whole thing for you. That is also acceptable.

It is said that the Quran was revealed in Ramadan and it is also said it took 23 years to be revealed. Why so?

There have been different ways that people have understood how these two go together.The idea that resonates the most with me is that there was an initial shattering unfolding of the Reality of the Quran to Muhammad's heart and mind. To borrow a term from Christian mysticism, a sort of Beatific vision. The Gestalt of the entire book becomes visible at once as a holistic whole.But the understanding of the specific verses as a concrete reality would wait for the reminding follow up revelation, bit by bit, over 23 years. This revelation over time was tied to the specific contexts of the community surrounding the incidents of revelation. The verses, while they had a universal quality to them, also spoke to specific problems the infant community experienced, answering questions, solving problems. These contexts anchored and unfolded and illuminated the meaning of the specific verses one at a time.The first pass unfolds the Quran at one level of understanding, while the second pass unfolds it at another level. He saw the whole, and then he actually lived the parts one by one.This is my conception of it.Some of the other answers show some other perspectives.

In Ramadan, is it more important to finish the Quran or to take your time to understand it in English and not complete it?

I have always been of the opinion that it is way more important to understand it than try to finish it in Arabic. There is no benefit of finishing it in Arabic if one doesn't get what the message is. And Ramadan is no exception.While Arabic recitation has contributed significantly in the preservation of the Qur'an, however in older days educated Muslims generally knew enough Arabic to understand the Qur'an as well while reciting it. This is not the case any longer.I believe that in Ramadan one should try first to finish it in his or her own language before worrying to read the Arabic, unless of course Arabic is the readers native language.Tens of millions of people read or listen to the Arabic of Qur'an every single day, and then go out and spend their lives totally against the teachings of the Qur'an. This is because they don't know Arabic and they don't know what they are reading or listening. This also encourages the Islamophobes to cherrypick selected verses out of context and say this is what Qur'an says, and this way confuse many Muslims who don't know how to respond to them since have never tried to understand the Qur'an.Ramadan provides a good time and motivation to open the Qur'an. It's better to spend time understanding it, and going over its translation in your own language. And if time allows, do read some Arabic too, but prioritize to finish the translation. I personally do the same, and make my goal to learn a few new things from the Qur'an every Ramadan rather than worrying to finish it in Arabic. I try to read as much Arabic as well, but time has never allowed me to complete it in Arabic.

You are reading the Quran and the angels come and listen to all our recitations. Allah knows, sees, watches and hears all.

The word Allah (swt) written (الله) appears 2153 times in 1566 verses Not including those in the 112 basmalah.
The word (لله) "for/to Allah" appears 116 times in 113 verses.

These counts are an electronic book count. So I cannot confirm the count of 2698.

Ramadan: Is it haram to listen to Qur'an while in the bathroom?

no, especially if you have a toilet in your bathroom, you are not to even recite a prayer when washing your hands or anything, you have to recitie it in your head.

the angels turn there heads away when you are naked or on the toilet, so i would take it that it would be very disrespectful to listen to the quran in such a state.

Assalam alaikumIt's good that you have this question of Quran in Ramzan. You're right bcs basically Ramadan becomes a holy month since Quran revealed in that month. Hence one should try to recite Quran as much as possible.If you busy enough to read you can listen to it but neither reading nor listening is obligatory. But people do recite more to make use of the extra reward of Ramadan.So recitation has its own reward and so is listening but reward for recitation will not equal to listening.
