I changed my operating system from windows 8.1 to 7(was planning to do that before this problem) still the same problem.

Random frame drops in OBS?

looks as though your your ram or video ram slowly get's clogged up, where it doesn't fully delete the files it doesn't need anymore. I had this a time ago with my gtx 550 when i would play witcher 2 it would progressively use more VRAM and the frame-rates would slowly drop, restarting the game would help but was annoying, so I bought a new video card. you could try to set up a batch file that will delete all information stored in your VRAM every 30 minutes or something along the lines of that, this will case a huge frame lag spike every 30 minutes but will most probably fix your problem IF it's your RAM or Vram's problem. so before you do that, check if you VRAM and of RAM gets used progressively more

Ps. love your build (AMD 4 life)

How can I fix micro stuttering and frame drops? I own a GTX 1070.

That's abnormal.Download MSI After burner along with RIVA TUNER Statistics server and configure it to show to show the usage of all the components including HDD, CPU & GPU.You probably have something using it up in the background. If not, then update your drivers to the latest version. If all that doesn't work, it's probably the game. Some games are unoptimized. But some tweaking around and the game will run great. I recommend using the FPS monitoring system in Riva tuner and see what your minimum FPS is. Set the max frame rate in Rivatuner to - 5 of that. For example if my minimum FPS is 70, average is 78, and max is 90, I set the game to run at 60FPS. This will ensure stability.I used this in Batman Arkham Knight. The game stuttered like shit even on the lowest settings on my older i3 2100, GTX 750 Ti and 8GB RAM rig. I just used adaptive VSYNC In Nvidia control panel and BAM, stable 30FPS. No stuttering. I completed the game. The game was amazing. I was able to turn up the settings a bit as well.

My computer keeps having random fps drops during games such as LoL and Swtor.?

Every 10-15 mins in swtor my fps will drop to 4 or 5 and stay for 5 mins then go back to normal same in LoL just more often and a lil longer. I have noticed that in task manager when this happens the processes will be super high for either game while the lag is happening. Help please i cant stand it.

Random fps drops, requires PC restart to temporarily fix?

I hate to say this, but after all you did there isn't much left. Something could be going bad in there.
