It's simple. He didn't give any orders because he was shocked. You have to understand Lord Cutler Beckett, at least in my mind, exhibited a superiority complex in his personality. He always expected things to go in his favor.When he was first introduced in Dead Man's Chest, he was very arrogant, snide, manipulative, and domineering. He represented the sole interests of King George II in Britain, specifically the East India Trading Company. The films themselves implied that the organization was very corrupt and self-interested.Over time, Beckett manipulated the characters, especially William Turner, Jack Sparrow, and Elizabeth Swann; he is the de-facto villain of the second and third films, aside from Davy Jones.This all goes to say that when he faced utter defeat at the end of World's End (no pun intended), he couldn't cope with the fact that he was going to die and that his scheme failed.His last line, "It's just good business" shows the rationale he has in mind for being such a bad person; he was only in it for the money, but he didn't think he would have to suffer the consequences of his actions.Karma's a bitch.
Why did Shank lose his arm so easily despite his strength?
The fact that Shanks lost his arm has nothing to do with his strength.At the time of this event Shanks already was powerful enough to be a Yonko (considering he was not a Yonko then). Whitebeard himself was surprised to hear that Shanks lost his arm in a place like East Blue[Note:- East Blue is considered the weakest among the four seas].Whitebeard also mentioned that the duel between Shanks and Hawkeye is considered to be a legend by many. This further proves the power level of Shanks.Whitebeard mentions “22 years” , that means Shanks was already quite powerful during the time when he came to Luffy’s hometown.Shanks also mentioned that he had sacrificed the arm for the next generation indicating that he could have easily avoided the sea king if he wanted to.It was done to show luffy that the sea is a dangerous place to be and he needed to be powerful enough to survive in this sea. Shanks also wanted to make Luffy realize that he may need to sacrifice himself to save the people who are important to him.
