What do I need to register my car in Texas from out of state?

Can a dealer register a car to ANY state?? HELP!?
I'm picking up a used car from a different state, instead of going to the DMV etc when I get back home, can the dealer there register it to my home state?? (ala do what they normally do with registration/titles in which you get the plates some weeks later, only difference is I'm not from their state)

Okay YA get your popcorn ready because this is a lengthy one. . . I m from NC and am a truck driver looking to buy a car (my dream car.) Not looking to finance my car because I have the cash in hand. So I posted an ad on the fb market place saying I m in search of a car and I get a promising one that pops up. The seller messages me telling me about the car and I like the sounds and looks of the car. Later on down our conversation he let s me know that there s a lien on the title and the bank that has the title is not where he is (he just moved to Jacksonville Florida, finance company is in Phoenix AZ.)( I m in Phoenix all the time as well was thinking about taking a trip to his finance bank and asking a few questions) He assured me he can provide proof that he is under his name and is registered to him and that the title can be emailed to home due to Arizona having an ETitle thing (I m not sure how that works. I ve only ever delt with paper titles and notary s) He said we can do a bill of sale and then when he get the title emailed to him we can go to the DMV and get it transfer but there will be an 1-2 day wait till he gets the title due to overnighting a check and processing time. So there will be a time where he has my money and I have no car title. As you can see this is where my problem arises Next questions deal with. Vins, Registration, ID What do you guys think and what are some precautionary things do you think I can take to make this transaction go smoothly.
How can I register a car that is not in my name?
I currently live in CT. I am moving to FL in 2-3 weeks. My CT registration is up June 18. So, it would make no sense for me to register my car in CT if I will be gone before the registration is up. However, the car is in my fathers name. I am not on the car loan at all. My father lives in MA. How can I get my car registered in FL without him there? Any suggestions would be so helpful. Can I register a vehicle as a co-buyer in NY State?
More details: Car has a lien (still not paid off) Primary buyer has had registration and insurance in her name before (my mother) registration has expired months ago and plates have been turned in Paperwork from dealer and financial institution lists me as a co buyer Tittle of car issued by DMV only lists lien and primary owner of car as owner Can I just bring proof of purchase(which lists me as a co-buyer), license and insurance (under my name) to get a brand new registration under my name?
Can I sell a car registered in CA but without a CA title?
The short answer is yes. However, if you do not have a title because you have a lien on your vehicle, then no. If you do have a lien on the vehicle, the finance company needs to provide you with the title and release their interest. If you have simply misplaced your title, then you can file for transfer with a duplicate title. Your name must mach the records with the DMV. The duplicate title form will take the place of the title. Again, you can not have a lien to use this process.
