So restarting your iphone after using pangu will not bring your iphone to normal, I dont know if you are referring to resetting your iphone after jailbreak, in that case your iphone will brick and stuck to apple logo if you want completely remove the jailbreak you will have to restore your iphone with itunes using latest available firmware for your iphone.

Can I get free phone service if I jailbreak my iPhone?

Nope. You will always have to pay one way or another. There are cheaper methods than using the carriers options straight up, for example, when your getting a data plan, you can just get data, and use apps for texting and calling. Texting is free, but uses data, as with calls, you can use textPlus to call as well, but you need to pay per minute, or similar. Skype is the same method, you can call mobile landlines through skype using skype credits. There may be an app in cydia that I haven't heard of however that may allow free calling, but if there is, I can't help you, you will have to find it on your own. I'd check that out before making a decision.
Also you can unlock your GSM so you can use a different carrier, and get cheaper rates for data plans. However, this is a breach of contract, and you can get in some serious trouble if you get caught. This is only possible after a jailbreak, and bricking your phone is very possible, as this is tampering not just with software, but hardware. Be careful.

How do you stop an iPhone from automatically downloading an iOS update when on wifi and charging?

Unfortunately, the current iOS does not allow you to turn off automatic updates. I absolutely hate it as well, but there are a few temporary solutions. Note I have iOS 9 on my iPad, so this may not work with older OS.If you are concerned about iOS updates downloading over your data network, this can be turned off in Settings > iTunes & App Store. Just uncheck the mobile data and automatic downloads here.To temporarily stop the iOS update notifications, you will have to delete the downloaded update. You can find it here:Settings > General > Storage & iCloud Usage > Manage Storage (under Storage, NOT iCloud Storage)Note the size of the update (you’ll need to know this below). Scroll down until you find the iOS update and delete it.Unfortunately, this is a temporary fix, since even if you turn off automatic updates over mobile, Apple, in their trollishness masked as a means to be helpful, will automatically download iOS updates whenever you are plugged in to a charger and on wifi network. I’m sure there’s mention somewhere in that massive EULA that explains how you signed away your rights to turn off automatic updates, but for all intents and purposes, they really are doing it without your consent if you don’t like them downloading it, taking up your storage, and then automatically notifying you.Since there isn’t a way of turning this off, the only other option (aside from jailbreaking your device) seems to be…simply fill up your device until there is no space left for the download. Yes you will loose the jailbreak. First thing is you need to back up the iPod on iTunes, then you won't loose any saved data. Restoring from a jailbreak or updating an iPod iPhone or iPad can or could give you problems. You see when you try to update the iPod apple knows the iPod is or was jailbroken so in the process of the update iTunes may give you an error code. Apple is very evil with this, but it can be bypassed if this happens to you. If it does google search the error code, many websites can show you how to fix. If you don't get an error code, then congrats! Sometimes it will, sometimes it won't.
