Is this a UK registery scam?

In the UK registry form TR1 section 13 the Transferor & Transferee sign.

Apparently only the transferor needs to sign this unless there are restrictions on it. Could someone tell me where the following scam can be foiled.

Say a plot of land was transferred to sonone, all signatures in place and on the face of it looks all above board. But the inland revenue(IR) are going to knock on sonones door for tax evasion. So the IR can't touch him for the land sonone sells it to sontwo but only signs it as the transferor. Can sontwo deny anything to do with aiding and abetting tax evasion?

Although monies have been transferred this will have been in cash and handed straight back. Sonone, after dodging the IR and they're out of the way, retains the land and reverses the process to get his name back on the registery docs. This is all done with the asistance of dodgey solicitors.
