Is 4GB of RAM enough to run Minecraft?

Yes, this is by far enough ram to run Minecraft. I spent about 4 years on a machine with 4gb RAM, and I can assure you that the only issue with that amount of RAM is trying to do more things at the same time (chrome + game for example), but even then the main issue with Minecraft is the graphics. Believe it or not, Minecraft gets pretty power hungry for graphics, and can get slow if you have a weak card. I gamed on the same 4gb machine with integrated graphics on an I3, and still the game played very well as long as I didn't go overboard in render distance.8GB is close to becoming the standard, but I feel 4 is still the standard today for midrange computers.

Is this laptop capable of running minecraft?

yes it will because i play it all the time on mine. So you should be good just play on the low settings if you want fast fps.

Minecraft runs fine and then slows, why?

I have an Alienware m15x with a Radeon HD 5730 and 4GB RAM, I do not feel like I should have a problem running it since I can run any other games at over 60 frames per second. When I first start up Minecraft it will run at over 200fps then slowly drop to 17 and then will run anywhere from 6-20fps for the rest of the time I play. I have tried all recommended options like allocating RAM and OptiFine but nothing changes this. The same thing always happens even if I am using a 512x512 texture pack or Allocate Ram. Hoping some one can help. Thanks.
