Do I have a dry scalp or dandruff?

My hair is pretty great for the most part. It is pin straight, healthy and soft. My hair care routine is I use Not Your Mothers Way to Grow (It is sulfate free) for shampoo and Pantene's volume conditioner. I never use heat tools, and I put a leave in conditioner at the ends of my hair to prevent split ends. I wash my hair every 2-3 days.

My problem is I have a pretty itchy scalp, and it can get quite flaky. The flakes only appear when I itch, it is if they are attached to my skin but can peel with abrasion. The longer I do not wash my hair the itchier it gets; however, my hair gets oily if I do not wash it which makes me wonder if it is really dry. If I havent washed my hair in two or three days, if you look very close you can see where the skin peels into flakes. It gets so itchy sometimes I give myself scabs. Is this dandruff or dry skin, if so what can I do to help it without changing my shampoo or conditioner? Are there any scalp treatments?

ALSO: I had two professionals check for lice and etc. as I work at a place that requires regular checkups, and this is a problem i've had for years. They said I just had a bit of dandruff and dry scalp, but I'd like to know WHICH ONE!

The tingling sensation feels like things crawling on my head. But I never saw any signs of lice or eggs. Can you please help me?

I am currently taking a medication for my acne which completely dries out my skin. I tried combatting the dryness before it even started, and it worked for a while, but not anymore. I use dandruff shampoo on my hair everyday, as well as conditioner. (Sometimes I even wash it twice). I also rinse it thoroughly afterwards. However, my scalp continually flakes and "snows". I've had mild dandruff before, but this is getting ridiculous. I can't wear dark colored shirts and generally put my hair into a ponytail, because any movement of my hair against my scalp sends flakes flying. Any recommendations?
