Yes. Even though both are conducted by ETS, you need to sign up for TOEFL and GRE separately.

I am in the exact same situation as you. I have two different usernames for GRE and TOEFL accounts but they are both linked to the same email address. The only difference it makes is that you will have to login separately for any activity on your accounts. You will receive notifications for both GRE and TOEFL on the same email address. You can wait for ETS Tech support to tell you how to merge the two accounts but it is not needed.

Only one. They always check email id and address. If for any reason, you need to open another account, you can open it with different email and address.
