It depends entirely on what you’re going to use your laptop for, and your overall comfort with macOS. If you prefer macOS and have a powerful desktop that you’ll be using for more computationally heavy work get the 13″ MacBook Pro. If you plan on running more computationally intensive civil engineering tools like CAD software on your laptop you’ll want to get at least a 15″ MacBook Pro and given that most engineering software is Windows only you might be better off with a 15″ Windows laptop like the Dell XPS 15 if the graphics card on the 15″ MacBook Pro is inadequate.
