How can I file a police report out of state?

I'm a 17 year old kid who lost something no teenager wants to lose, their cell phone! I was on vacation and I was in a taxi in D.C. and somehow my phone slipped out of my pocket and hit the ground without me knowing until I got out. I flew back home to Nebraska without my phone the next day with no phone. Initially I gave up looking for my phone after 3 days but my mom didn't. She looked on craigslist
and what do you know, some moron has my phone. How do I know it's my phone? Well besides the fact that it has the exact same scratches and dings that mine does and the man says that he found it in a cab in the same area that I was dropped off. When called him because the number was on his ad and we told him the situation and he we gave him the serial number on my phone to prove it. He claimed we had all of the numbers right until we got to the last six digits. Riiiiight ok dude! So now he refuses to plug in my phone so we can call it. If he was so sure it wasn't my phone then why wouldn't he plug it in to prove his point? So that he can still make some money that's why. To make matters worse, he first edited his add so that it didn't say where he found it and then he just deleted the ad in general. We managed to get his personal info such as name and address but where do we go from here? My phone service provider has been ZERO help, i think they just want me to cough up some extra cash and buy a new phone because everytime I call customer service or go to their retail store they won't shut up about the iPhone 4S on sale. Can I file a police report or something because it is technically stolen, he knew it wasn't his and he made zero effort to find out who it belongs to and tried to make a quick buck off the phone? Please just tell me how I can get my phone back!!

Can you file a police report over a threat?

Yes! It is called an Incident Report. The normal procedure is for the police to speak with the alleged perpetrator, let her know she cannot do this, and warn her not to continue to make threats. IF this person continues, the police can step in and put an end to it via a restraining order issued by a judge or magistrate. They can, with a court order, put a tap on your phone... not to record the threat, but as long as you do not hang up your phone, this person cannot make or receive another call. Then the phone company traces the call and the police know who it is. This is done quite often when people call at all hours and then hang up which are called nuisance calls...and also illegal. Strangely, nuisance calls are usually always someone you know.

Yes, reports are taken from minors all the time. Remember though, false statements to a Peace officer is an arrestable
offense.

I recently put a $100 down payment on a puppy. We both signed a contract stating that I placed the down payment and everything. Yes you can. Just be sure to have ALL details, and if possible any and all witnesses to such threats, if possible, to collaborate your claim (story), as it’ll be your word against that of the person who made the threat(s) against/to you.It would even be beneficial in your behalf if you can get an audio recording of the threat(s) or even written (copy/ies) of the threat(s) if done in that manner to add to your report to the police.Verbal, written or other forms of threats against another person or persons, especially if threatening death or any form of bodily harm, is taken very seriously by any police agency and will be investigated to the fullest. The more and better the proof you can provide them, the better and sooner they can bring the person issueing the threat(s) to justice and in getting them convicted if/when found to be guilty of such threat(s).

Depending on the crime, you can either go to any Police Station or one of the couple mini Stations, or call 311 to report it. Again depending on the crime you can make your complaint over the phone, other wise you have to go to the station.

Did you take the card to Chicago and found it was gone there?
If so call their 311 system, from outside of Chicago cal 312-744-5000.
If you left it in Charlotte and there are no signs of a break in just to steal only a gift card call the non emergency number in Charlotte.
This is not for a theft report but a report of lost or mislaid property, which is really what happened but you cannot remember what happened so someone must, in your mind,have stolen it.

Just because you file a police report does that mean they will investigate?

Nope. How eager they'll be to investigate varies from one agency to the next. I've heard of very small departments that dust for fingerprints at every little theft (though usually as more of a public relations tool) and small town detectives who've done some pretty impressive sleuthing over simple break-ins. But other agencies--most of them these days, I'm afraid--are more focused on patrol and arresting known perpetrators. If they do investigate, it's likely to be because of one or more of the following factors:- Low-hanging fruit: If it's clear that it will be very, very easy to identify, catch, and convict a perpetrator, the police are more likely to put forth a little effort. Detectives, especially, like to improve their "clearance rate," so quick, easy victories are attractive targets.- Politics: If a crime victim is someone "important," like a politician or some rich person with political connections, they'll get more attention to their case than someone living under a bridge will. Also, if the agency is led by an elected official (like a sheriff), more of an effort will be made to solve crimes that get a lot of public attention, especially in an election year.- Patterns: One burglary might get nothing more than a report. But 14 burglaries with the same m.o. in the same neighborhood in two weeks? That's going to get some attention, both because of the two reasons described above, and because people don't like feeling ineffective. It's frustrating to keep getting called about the same problem over and over again, especially when people are expecting you to fix it.- Seriousness: You probably expected this one to top the list, but especially in very busy, overstretched agencies, someone threatening to harm the mayor's children may get more attention than an anonymous, murdered hooker floating in the river. Typically, though, all other things being equal, the police are going to invest more resources into solving serious crimes than solving petty nuisances.So if you're the victim of a minor theft or graffiti, and nobody's safety is at risk, and you're nobody important, the responding officer is likely to feel like his job is done once the report is written, especially if he went to the extra trouble of taking photographs, drawing a sketch, or interviewing witnesses.

Can I file a police report with out having an id or license?

Any officer who takes your report will make a considered effort to verify that you are who you say you are. You will have to provide your name, address, and probably your date of birth, at minimum. If you are untruthful about any of those details, you may be committing a separate crime.
