Can and should the people with honorary doctorate degrees add 'Dr.' in front of their name?

Yes you can - that's why I earned my Psy.D......LOL

The Psy.D., also called the Doctor of Psychology, entitles one to be called "Doctor".

The Ph.D., also called the Doctor of Philosophy, also entitles you to the "Doctor title".

It's not a good idea to require others to call you "Doctor" in every setting - like at home - LOL - but in formal settings such as the classroom it is appropriate.
