F = ma - force is equal to mass x acceleration. Thus, to accelerate a car of mass m at 15m s-2,
F = 15m
So the required force is 15m Newtons.

Now, Fr = mu.R also applies, where Fr is the frictional force, mu is the co-efficient of friction (that you're looking for!) and R is the normal reaction, which is essentially the force with which the ground is pushing back up on the car.

R = mg (our mass 'm' x gravity 'g', which is 9.8 - we'll leave it as g for now).

In order not to skid, F must equal Fr. Therefore:
mu x mg = 15m
mu = 15m/mg
mu = 15/g
mu = 15/9.81

mu = 1.53
