Functional role of the President?

Well his most important role is being the commander of the US military. If the service are gridlocked then he is one who issues the orders to un-gridlock the block.He is also the one who usually has final say on things like covert operations, espionage rescue ops, black ops, etc.

As for his most important role, that will honestly depend on who you ask. From a checks and balances perspective it would be his power to veto legislation, from a military perspective his uncontested ability to command the armed forces, and from a legislative perspective his ability to fill vacancies in the Supreme Court. You will probably encounter people who will cite one of these powers as the most important power, but frankly they are work together in unison so I would be hard pressed to pick just one.

Limits on Presidential Powers?

I'm assuming you're asking about the checks and balances of the U.S. government and since this is such a remedial question I am assuming that you are a high school senior too lazy to open your book or search the answers.

That being said:
Congress has check over the president because bills must originate there and only they can approve his nominees. Also, they can override vetoed bills.

President has check over congress by veto. There is check over courts because the judges must be appointed by the president.

Courts have check over the President because their terms are life terms. Also, they have check over the congress because they can declare a law unconstitutional.

Bureaucracy both checks the president and congress because of how slow it works. People complain about the red tape but that helps ensure there will not be hasty decisions made. Think about the advice given to people who have spending problems using their credit card. They're told to place it in the middle of a block of ice so when they want to use it, they have to physically work at it and contemplate if they really need the item. This is how bureaucracy checks the legislative and executive branches because in order to get something, it's a lot of effort.

There is no real limitation of public opinion for a president. His policies can be incredibly out of line with the American public opinion and his approval rating in the toilet but he's safe because he can only be removed from office three ways: impeachment, resigning, or death. The only worry of public opinion he may have is if it is his first term and he wants to be re-elected.

what is your guess on that?

i believe its just a mechanism created to continue to keep black people on the lowest level..so they discourage blacks who are trying to counter that..

any black person who has tried to help other blacks in large numbers know what i mean...whites are always there to block you..reason why it's ignorant when some blacks believe you can ignore racism and help your people.
If it were that easy blacks wouldnt be in the predicament we are in now

There are all sorts of reasons. Some don't want to vote. Some don't care. Some don't know who to choose, and some don't like our choices.

Personally, I do not think that we categorically need more people to vote- we need more people to be informed about politics. If you don't know what you are voting for, you shouldn't vote. And nobody should encourage people to vote, if they are ignorant of politics.
