Pay careful attention to the settings under the "Customize Template..." option for the rendering output you have selected.  Some options allow the source to adjust the frame rate from what you intend it to be.  If the source footage is not choppy to begin with, make sure that check-box is deselected.  In addition, if your footage is not exactly the same frame rate as your intended output, I strongly suggest right-clicking on the footage in the timeline and selecting Switches -> Disable Resample.  This step saves you from weird ghosting caused from frame rate mismatch as well as some rendering time.

Okay, so this question was originally asked in 2012, but I got an A2A, so here's my update:First, start with high-quality video. If your footage is already low bitrate, then it'll lose quality regardless of what you do.Next, use the built-in YouTube presets in Adobe Media Encoder. As of Premiere Pro CC, they're actually pretty good. Obviously, match the correct preset (1080, 720, etc.) to the resolution of your source footage so you're not resizing anything. You can queue your video up in Media Encoder via Premiere Pro: Exporting workflows in Premiere ProIf the resulting file is still lower quality than you're looking for, you can try re-export with higher bitrate settings... but be warned: the higher the bitrate, the larger the filesize and the longer the upload. This also has diminishing returns: after a certain bitrate, you won't actually gain any additional quality by going higher.
