Who is the all around best fighter in Street Fighter 2?

There isn't really an answer to "who is the best all-around fighter" in most games. Designers try to balance characters; for every advantage in speed, power, range, special moves, etc. there's a corresponding disadvantage. Players achieve greatest success, not by choosing the 'best character,' but by choosing a character with a style suited to them.That said, one definition of a good all-around character could be that he is the most "balanced" in the game (i.e., he is "average" on most characteristics like power, speed, range, special moves, etc.).  For Street Fighter, that character is almost certainly Ryu or Ken. Both are marquee players of the series (and the only two that came over from Street Fighter I) and have good balance.  They're slower, but more powerful than Chun-Li, less powerful, but faster than Zangief and Blanka (and with better range), less range but more powerful than Dhalism, etc.Ryu, however, probably deserves the title of all-around best since he is the series' most recognizable character.  Just as Nintendo always makes its Mario character balanced, so too is Ryu.

Why would the live action Street Fighter movie and American Street Fighter cartoon make Guile the main protagonist, rather than Ryu as originally intended in the games?

The intention was to turn Street Fighter into a series and toy empire based on GI Joe (Hasbro was doing the animation and toys as well) to do this they needed the main characters to be those who directly targeted the main villain(s) and thus Ryu, who in the Canon of the video games couldn't care less about M. Bison/Vega/Dictator. By making Guile the main character and basing the conflict around good guys and bad guys rather than a roaming vagrant super fighter looking to find the best fighters cause he is a martial artists they could tell a story and sell a fuck ton of toys. They could sell the tank and helicopter toys for the good guys and bad guys rather than just Ryu’s nap sack now with sleeping roll included.The idea was base the story around Guile, Cammy and Chun-Li with a number of other characters along side them as allies like T-Hawk and Blanka. While treating Ken and Ryu kinda like Snake eyes, where they are the coolest most popular characters but aren't always in the thick of it.

Actually neither Goku nor Manhattan are omnipotent because they both have limitations. Goku has to train to get stronger, a true omnipotent already has infinite power. Manhattan can see the future but can't change it, a true omnipotent doesn't have to worry about time because the laws of the universe can be bended to its needs.

I have a four way tie for strongest fictional character. The Presence from DC, The One Above All from Marvel, Man of Miracles from Image, and Kami Tenchi from Tenchi Muyo. These characters are true omnipotents, meaning they can do anything without limitations. A omnipotent cannot be defeated even by another omnipotent so they're tied. For example any of these characters could erase Manhattan and Goku from existence, or turn them into dogs, or whatever else you can think of.

Goku while very strong, shouldn't even be considered in the top 10.

Additional Details: The gods in the dragonball universe aren't very impressive. They're aliens with extra long lives who feel they should watch over the universe nothing more. They're aren't omnipotent, because once again they have limitations. For example even the strongest of the Kais are weaker than Buu, if they were omnipotent Buu would have been erased from existence with a snap of their fingers. None of these characters have to "destroy" Goku. With a snap of their fingers they can make it so he was never born. They could rewrite every aspect of Goku's world just by thinking it. That is their level of their power.
