Anything under 400cc is going to have a hard time holding freeway speed (65+mph), so if you spend any time there I'd seriously consider going bigger.

Stay away from two strokes if you want to make it street legal, they are plenty of fun but the EPA in all their 'wisdom' has outlawed them on the highway.

I would personally recommend the Yamaha WR250 or Suzuki DRZ400 - both are great bikes. Also, an older Honda XR400 (they don't make the 400 anymore, for whatever reason) would be a great buy.

You will have to add turn signals, mirrors and a horn to most of these as they are enduro machines. There are a lot of companies out there that make them (denniskirk.com, bajadesigns.com) and they aren't too expensive.

A dual sport (factory-manufactured street legal dirt bike) is probably likely to have a wider ratio gearbox than an equivalent street bike, which might affect the fuel efficiency slightly (the street bike will be worse offroad at low speed, operating at lower-than-optimal RPM, while the dual sport will be very very slightly less efficient on the street - the higher gear ratios are probably similar). In the 1970’s I put a larger rear sprocket on a Honda XL125 to allow me to ride trials; that would drop all the gear ratios including top gear, making it less efficient at highway speed.
